You might want to look at this post first to gain some knowledge about RFID.
There are many important factors you might want to consider before you want to jump into airline baggage tracking:
1) UHF RFID. The current successful implmentations for airline baggage tracking are using UHF RFID. Here is the post about UHF RFID frequency used in different countries.
You can also check out a video (UHF Gen 2 for Item-Level Tagging) from Impinj. It's a highly recommended video.
2) Review IATA's recommendation. Airline baggage tracking is one of IATA's major initiatives in simplifying the Business framework. You can find an article here by Andrew Price, Project Manager of IATA RFID Implementation.
3) RFID Vendors in this market. The first vendor you need to check out is Symbol. Symbol has done several successful airline baggage tracking project in Hong Kong International Airport and Las Vegas Airport. The second one is Alien which has a transportation group focusing on airport related RFID implementation.
4) Current big guys in airline baggage handling. You need to visit SITA, which handles majority of baggage traffic information worldwide and Unisys which is the hardware platform.
Finally, there is big changllenge in GDS domanin knowledge in integrating RFID with current GDS and airline infrastrastures. Don't underestimate the effort here.
